The Philadelphia Inquirer asks why it is so difficult to get police departments to undergo dramatic reforms. Dr. Howard Henderson, Founding Director of the Center for Justice Research, told the newspaper “we’re forgetting that the police-union culture and the systemic structures around policing have created their own environment that’s immune to traditional policy approaches. It’s essentially immune to democracy and even political ideology.”
